When making signatures what counts as a page?

Some people count the one page with two sides as two pages - others count the one page with two sides as one. Which is correct?

Hi Sandra, I believe that in the book binding industry (and possibly dictionaries) the term page refers to one side of the paper and follows the count that is typically printed on each one. A synonym would be 'side'. So for example, if you have one sheet of paper folded in half, it has 4 sides; therefore, 4 pages.
